Mark Carney announced the 2026-2028 Immigration Levels Plan yesterday.
Permanent residency targets are being capped at 380,000 a year. 109,000 spots from that go to Express Entry. Another 15,000 goes to the Parents & Grandparents stream. The Provincial Nominee Program gets 91,500 spots.
All this looks good. But as Imole Ashogbon and I discuss in his episode, I really would love if we started working towards 10 year plans. OK, maybe that’s too far out. Five years then.
Doing this allows us plan for what sectors need people and what skills matter. And then we can build the right immigration pathways backwards from that.
I concede that I am speaking of humans as economic units. Forgive me.
