Immigration, Refugees and Citizenship Canada (IRCC) has changed how officers handle certain permanent residence (PR) and open work permit applications, according to Immigration News Canada, which reported the updates on July 23.
The two updates appeared on consecutive days and were written for immigration officers, rather than released through a major public announcement. The available reporting does not reproduce the complete instructions, identify every affected program, or confirm new forms and effective dates.
The updates also don’t represent a universal change to PR processing or the end of open work permits. Their practical effect will depend on the program and circumstances of each applicant.
IRCC is managing applications against lower temporary-resident targets and PR admission levels
The 2026–2028 Immigration Levels Plan has set 380,000 permanent-resident admissions annually as its target through 2028. It’s also looking to hit 385,000 new temporary-resident arrivals in 2026, including 230,000 workers and 155,000 students.
As of May 31, IRCC reported that 75 percent of economic PR applications were being processed, while 25 percent were waiting for space under annual targets. Among Federal Skilled Worker Program and Canadian Experience Class applicants, 79 percent received decisions within the six-month service standard between June 2025 and May 2026.
The department’s 2026–27 plan also calls for stronger document controls, fraud detection using artificial intelligence, tighter employer assessments, and continued digital processing. Officer instructions are one way IRCC applies such policies to individual files.
Existing open work permit rules remain program-specific
Applicants should verify the specific stream at issue against current IRCC instructions. Under the now-closed 2021 temporary resident-to-permanent resident pathway, eligible PR applicants and family members may receive open work permits while their files remain in process.
Eligibility depends on conditions that include immigration status, previous authorization to work, proof that IRCC received the PR application, and the correct public-policy stream. Eligible permits may be issued until December 31, 2026, subject to passport validity. A pending PR application alone does not establish eligibility.
