November 2024 Canadian Immigration Updates
Longer working hours for international students, tightening Express Entry thresholds, and more.
We’re back with this month’s round-up of immigration news. November brought significant updates that could impact international students, Express Entry applicants, and those eyeing Quebec. Here’s the breakdown of what’s new and Blayne Kumar’s take on it all:
1. It’s official! Students can work 24 hours a week during term time
Eligible international students can now work up to 24 hours per week off-campus while their classes are in session.
Blayne Kumar: "This is great news for international students. The additional work hours help them better support their living expenses and gain more Canadian work experience. However, balancing academics and work commitments is key—don’t let the extra hours affect your grades."
2. Approval required for DLI changes
International students looking to switch Designated Learning Institutions (DLIs) must now apply for and receive approval for a new study permit before making the change.
Additionally, DLIs face stricter compliance requirements with IRCC reporting. Institutions that fail to submit compliance reports or verify acceptance letters may face a one-year suspension from admitting new students.
Blayne Kumar: "The focus on stricter oversight is good for program integrity, but students need to tread carefully. Switching institutions is now a lengthier process. Ensure your new DLI is compliant, or risk complications in your immigration journey."
3. Tightening Express Entry thresholds
Express Entry Draw – November 19, 2024
Program: Canadian Experience Class
Invitations Issued: 400
CRS Score Cut-off: 539
Blayne Kumar: "This smaller draw and high CRS score reflect the tightening of Express Entry thresholds we’ve seen this year. If you’re preparing your profile, aim to maximize your CRS score through language tests, education credential assessments, and skilled work experience."
4. Quebec’s 2025 Immigration Levels plan
Quebec’s immigration levels for 2025 remain largely unchanged, with plans to admit 48,500 to 51,500 newcomers, similar to 2024 figures.
However, there’s a significant shift for prospective immigrants: Quebec has paused two major permanent immigration programs, the Regular Skilled Worker Program (RSWP) and the Quebec Experience Program for International Student Graduates (PEQ-Graduates), until at least June 30, 2025.
Blayne Kumar: "While Quebec is sticking to its overall immigration levels, the pause on these key programs creates a bottleneck for many skilled workers and international student graduates hoping to stay. The demand for Quebec’s immigration pathways continues to outpace available spots, so prospective applicants may face longer waits or need to explore other options. It’s crucial to stay flexible and proactive in your planning."
What Does This Mean for You?
How can international students adapt to stricter DLI compliance rules? Stay informed and work closely with your institution to ensure they meet IRCC standards. If switching schools, consult an expert to navigate the new study permit application requirements smoothly.
What can Express Entry applicants do to boost their chances? With higher CRS scores, focus on strategies like improving language test results, gaining additional work experience, or exploring Provincial Nominee Programs (PNPs) to increase your chances of receiving an invitation.
